KEY ACCOUNTABILITIES/ RESPONSIBILITIES:
The CPM Programme Officer will support the Programme team by performing the following tasks:
Field-Level Agreement (FLA) Management
Lead the end-to-end FLA process, ensuring timely and quality review, registration, due diligence, and archiving in line with corporate standards. Ensure regular updates of SOPs for FLA management to reflect changes in corporate guidelines, including drafting, WINGS processes, archiving, tracking tools, and alerts for expiring FLAs. Supervise CPM team members (Associates and Assistants) to ensure accurate preparation and registration of Agreements in WINGS. Ensure the use of standard templates, formats, reporting structures, and cost allocations for FLAs. Ensure effective CPC (Cooperating Partner Committee) coordination by guiding committee members, raising their awareness of Standard Operating Procedures, and ensuring that all contracts are submitted for CPC review prior to the signature of agreements. Monitor FLA progress, consumption, and alert technical units for necessary amendments or adjustments. Perform random spot checks on FLA deliverables and ensure proper archiving as per SOPs.
Corporate Tools & Systems Implementation
Act as Country Office focal point for Regional and Global CPM teams. Coordinate with HQ and RBP for deployment of new corporate tools (e.g., Partner Connect), including training for staff and Cooperating Partners (CPs). Ensure timely creation of FLAs, partnerships, report registration, and invoice payments using corporate platforms (COMET, Partner Connect, ITS, WINGS).
Partner Selection
Lead the update of WFP Partner Mapping and ensure a Call for Interest is published at least every three years. Manage the UN Partners Portal (UNPP) process for registration, identification, and selection of CPs, including training and orientation for staff, field offices, and CPs. Define and implement minimum standards and procedures for accessing the roster, especially for smaller organizations. Maintain WFP’s UNPP profile, ensuring proper due diligence including PSEA evaluations, and channel all proposals through UNPP. Provide guidance to technical units on budget negotiations with CPs, including analysis and harmonization of FLA budgets to avoid duplication or double charging.
Capacity Strengthening & Training
Deliver training and learning sessions for:
CPs on budgeting, reporting, and compliance with WFP administrative and financial regulations. WFP technical units on FLA processes, partnership procedures, budgeting, proposals, capacity and performance assessments, and reporting. CPM focal points on corporate platforms (WINGS, ITS, Partner Connect), including troubleshooting and development of training materials. Develop and maintain training materials for future reference and continuous learning.
STANDARD MINIMUM QUALIFICATIONS
EDUCATION
A Master degree in one of the following fields is required or highly desirable: Economics, Finances, Project Management, Accounting or Business Administration
EXPERIENCE
Minimum of 5 years of relevant experience in working with the private sector, NGOs, or international organizations. Experience in partner management or financial administration is an asset. Previous experience with the UN or other multilateral agencies is an asset.
KNOWLEDGE & SKILLS
Strong experience in managing partnerships and financial documentation. Excellent organizational and communication skills. Ability to work independently and meet tight deadlines. Familiarity with WFP systems (ITS, CPC, UNPP, Partner Connect) is an advantage. Strong skills in data analysis and visualization for decision-making. Comfortable with public speaking and delivering training sessions.
