Position Title: TTS Operations Officer – Cross-Border Payments Analyst I

This intermediate-level position is responsible for handling complex transactions and supporting intricate operational processes within the Transaction Services team. The successful candidate will act as a subject matter expert in managing regular transfers, trade operations, cross-border payments, and associated reporting for a diverse customer base-including clients in the extractive industry operating foreign currency accounts.

Reporting directly to the Central Africa ExCon Unit Head, the Officer will liaise with the Central Bank to follow up on pending transactions, identify and communicate operational challenges, and ensure strict adherence to Citibank policies and applicable regulatory requirements.

Key Responsibilities

Transaction Processing:

  • Review and validate all incoming transactions, ensuring completeness and compliance with local exchange control regulations and internal policies.

  • Ensure timely, accurate execution of payments and trade-related transactions.

  • Oversee pre-financing procedures with the Central Bank and ensure regulatory clearance of all transactions.

  • Submit all required regulatory reports (e.g., DFX, domiciliation, clearance reports) in a timely and accurate manner.

  • Maintain and update comprehensive operational dashboards and reports, including pending items, deferrals, KPIs, and transaction volumes (EOD, weekly, monthly, etc.).

  • Perform additional tasks as delegated by the supervisor.

Regulatory & Compliance:

  • Ensure strict observance of local exchange control rules, particularly those applicable to the extractive sector and foreign currency accounts.

  • Support internal and external audits, participate in compliance reviews, and complete assigned control checklist items and MCA reviews on a weekly basis.

  • Identify, escalate, and report control issues while demonstrating sound judgment and ethical conduct in business decisions.

Customer Service:

  • Provide high-quality support to clients by responding to inquiries regarding transaction documentation, clarifications, and onboarding/training.

  • Promote a service-oriented culture, ensuring the client experience remains a top priority.

Process Improvement & Efficiency:

  • Identify opportunities to enhance operational efficiency and automation.

  • Act as a subject matter expert in user testing activities such as User Acceptance Testing (UAT) and Production Validation Testing (PVT).

Stakeholder Management:

  • Collaborate effectively with internal stakeholders including Relationship Managers, CitiService, and processing teams.

  • Lead investigations related to extractive industry transactions and foreign currency accounts.

Qualifications & Skills

Education:

  • Bachelor’s degree in Banking, Finance, Economics, or a related field.

Experience:

  • Solid background in banking operations, with a focus on foreign exchange control regulations.

  • In-depth understanding of exchange control requirements-particularly those governing the extractive sector and foreign currency accounts.

Technical & Professional Skills:

  • Proficient in Microsoft Office tools.

  • Strong analytical and reporting skills.

  • Ability to interpret complex policies and procedures.

  • Keen attention to detail and commitment to accuracy.

  • Demonstrated initiative, accountability, and ethical integrity.

  • Solid understanding of banking products and their interaction with FX regulations.

  • Strong interpersonal, decision-making, and problem-solving abilities.

  • Adaptability, teamwork, and a proactive approach to service delivery.

  • Willingness to work extra hours when needed.

  • Fluency in English with excellent verbal and written communication skills.
